この方法で書き出してて、背景が透明にならないときは、大抵ドキュメントの背景色を透明に設定し忘れた時だけですね。

バグかどうかわかりませんが、問題が起こってる部分にこだわりすぎないのも、一つの手かもしれないなぁと、地味に痛いバグが多いFireworks使ってて思ってたりします。
